In 2004/2005, under contract to Cocciardi & Associates, JASI served as the law enforcement evaluator in a Pennsylvania Emergency Management Agency (PEMA) funded Homeland Security Exercise and Evaluation Program (HSEEP) to test the Chemical, Biological, Radiological/Nuclear and Explosive (CBRNE) response capability of the state’s 9 Regional Counter Terrorism Task Forces. In conjunction with Cocciardi & Associates, JASI continues to offer this service directly to individual regional task forces.

Through this working partnership with Cocciardi & Associates,  JASI interfaces with subject matter experts in the fire services, emergency medical services, emergency management services, public health, agriculture and environmental impact. Additionally, JASI is a long-term provider of the Federal Emergency Management Agency (FEMA) developed Incident Command System (ICS) and Advanced ICS training programs for law enforcement. In September of 2000, JASI, through the International Association of Chiefs of Police, participated in providing instruction in ICS to the leadership of the Rio de Janeiro Militar Policia in Brazil.
